Region 6 Minutes

November 12, 2005

The meeting was called to order by the Region Director, Randy Drake at 2:05 pm.

Clubs in Attendance:  Klamath Four Runners, Junction City Jeepers, Whatever 4, Umpqua Valley Timber Cruisers and Deschutes County Four Wheelers.

Following the Pledge of Allegiance there was a moment of silence for the sick and departed.

Alan Paulson, Umpqua Valley Timber Cruisers read the PNW Code.

The Hosting Club Statement was given by Lori East, Klamath Four Runners.

Approval of the Minutes – September 17, 2005 meeting:   Tom stated there needed to be one correction regarding a land issue.  Pat Harris motioned to pass the minutes as written and Alan Paulson, Seconded. Motion passed. 

Treasurer’s Report: - Larry had printouts of the September and October Treasurer’s report.  Shannon Truett, Klamath Four Runners, Motioned to pass the treasurer’s report as written.  Venessa Johnston seconded.  Motion Passed.

NOTE:  The Treasurer will not accept hand written receipts.  Please make sure to have the original, or a copy of the original receipt, when presenting your bills to the Treasurer.

Presentation of Bills:  None were presented at this initial time.

Committee Reports:

Land Issues – West Side – Art Waugh   The final OHV policy rule was one week ago.  We were given approximately four years to go through the Forest to determine whether it will be open or closed.  It will be up to the user to have a map and to know where you are at in the Forest.  Next meeting regarding Santiam will be in Medford, Oregon.  It is open to the public the day prior to the meeting. Alan Paulson, Umpqua Valley Timber Cruisers, asked if it would be okay to write to the OHV committee  Pat Harris, Four Runners, stated that it would.

Land Issues – East Side – Tom Harris:  2007-2008 is the target date to have roads mapped.  Tom stated that it takes common sense items while in the forest such as joining two roads together and making a loop, etc.  He stated that everyone should be involved in the Oregon recreation system.  Patti Pyland spoke regarding the Ochocos.  She stated that there is a policy been written which could take up to one year to write the trails down for Deschutes.  A little specifics:

1.                 Roads and Trails are two different things.

2.                 Trails are not designed for resource management.

User creator trails are eligible for designation.  There is a new ATV coordinator by the name of Ron Price.  We can look to him for support with Class II.  The Thornburg Ranch at Cline Butte was denied.  Deschutes County Four Wheelers will write a report on the issue.

Land issues – Oregon Coast – Venessa Johnston:  Venessa stated that there will be less sand camping in the coming years.  HWY 101 is complete and the bridge is being designed.  We might possibly be able to camp in that area next year.  OHV sand camping changes will be in effect January 1, 2006 which include a standard campsite will be $10 a night and group campsites will be $20.  Reservations can be made from September 1 through May 30.  October 1 through April 30 they are not able to be reserved.  These apply to group reservations only and you must have a permit.  Art Waugh, Whatever 4, has the website address for more information.

Membership – Beth Ayers:  Nothing new.

Ways & Means:  Gaileen Paulson, Umpqua Valley Timber Cruisers, stated that she had sold some past items in the amount of $97.  She also showed some new merchandise that she had purchased.  She presented Larry East, Klamath Four Runners, (Treasurer) with checks in the amount of $104 and cash in the amount of $191.00 to deposit into the account.  A check was written to her for $256.15 for the amount she spent on purchasing the new items.

PR Chairperson:   Dale Keefer, Klamath Four Runners, volunteered for this position.  Dale asked Randy what was required and Randy stated that he would like to see one article a month and pictures.  Randy asked that Dale get together with Patti Pyland to work out getting things on the website.

Future Four Wheelers:  Venessa stated that there are 34 kids in the Future Four Wheelers within our Region.  Venessa will resign from this position in January.  She would like to see more kids involved and possibly have the kids run the program. 

We Did It/ Club Power:  Venessa stated twelve things were sent in and she is waiting for a response.

Web Master:  Patti Pyland stated that the Region website was boring and plain and requested that clubs send in more information and pictures.

Old Business:

Winter Convention 2006:  Please sign up.  We don’t have many people signed up at this date.  Beth is still setting up a meeting with Valley River Inn regarding the menu. The DJ’s from last year’s winter convention have been hired for $625.00.  Beth stated that she has priced the t-shirts and we can purchase them for approximately $4.99 a piece and sweatshirts around $20.00.  Venessa is in charge of the raffle prizes being donated.  It was suggested that each individual club come up with some raffle prizes to donate.  Venessa asked that once your club has decided upon a raffle prize/s to please advise her so that she can put it on her list.  The raffle tickets will sell for $1.00 each or 6 for $5.00 for general raffle.  The winch tickets will be $1.00 each.  The Junction City Jeepers challenged all clubs for a $100.00 door prize.  As of this date there are no vendors signed up except Blue Ribbon.  Beth will need to know by December 10.  Pat Harris volunteered the Klamath Four Runners for decorations at convention.  It was suggested that we have a canopy at Valley River for the show and shine.  Beth asked how many t-shirts and sweatshirts to buy?  She said she was thinking of about 144 and purchasing more t-shirts than sweatshirts.  Randy suggested that this year all guest speakers should only speak on “access four wheeling” and what their agencies have done in the past or will do in the future along the lines of this subject.

Ground Hog Quarry Update:  On hold until spring.

New Business:

Next Region Meeting:   The next meeting will be held in Junction City on January 14, 2005 at 711 Bennett Creek Road in Cottage Grove.  There will be a run leaving at 8:00 am.  The meeting will begin at approximately 2:00 pm followed by a potluck and social.

Nominations:  Randy held nominations for next year’s officers.  They were:

Nominations will be open again at the January meeting in Junction City.

Club Reports:  Club reports were given.

Good of the Order:   Ron Roach, Klamath Four Runners, talked about the purchase of a CB for the EMT’s at Christmas Valley.  The Four Runners are in the process of purchasing that CB.  We would like to know if the EMT’s can bring their vehicle to Klamath Falls for installation of the CB.  Tom Harris will check into that and let us know.

Beth asked regarding Creek & Trail donations.  This will be set for January.  It was asked if anyone had old maps or archives from the Region.

Shannon Truett, Four Runners, asked if each month a different club within Region VI could have a run and to make sure that it is posted on the website, e-mails or flyers sent to each individual club that might be interesting in attending.  Randy stated that he thought it was a good idea and suggested that we take it back to each of our clubs for discussion.

Adjournment:  The meeting was adjourned by Randy Drake followed by chicken prepared by Greg Cheyne and baked potatoes, pies, potluck dishes and too much food to list.  Thank you to all who attended and made the social a great success. I believe we counted approximately 35 people in attendance and we didn’t come close to running out of Greg’s delicious half chickens.
