Region 6 Report

This weekend we will be going to
Moro County OHV Park to hopefully create Class II trails. As I am
writing this, many are calling or E-mailing that you can’t make it
to help. It is a sad thing indeed. Here is a place begging for help
in making trails but no trail makers. No EIS or EA to fight -
just come make trails! No letters to write - just come as you are
and build four wheel trails. As of this writing, only three of a
hundred or more families will participate. WHY?
The Region has been very involved
in several fronts with the BLM and the Forest Service in keeping
areas open or creating new trails. From the Coast to Lakeview
District it seems like each day brings a new issue that needs
addressed in keeping our public lands open to four wheeling. I know
it is taxing, but if there ever was a time to join in this fight, it
is now. Please, if you are interested in adopting an area, call me.
I will get you in contact with the persons so your club can end up
with some place to go wheeling.
The bottom line here is (similar to
the slogan UNCLE SAM NEEDS YOU) we need you to help if
anything is going to be left open. This year our club and
region members have opened so many fronts that it is IMPOSSIBLE for
one person to go one-on-one with the many agencies. It will take a
group effort. As of this year, every agency is already scoping lands
looking to rid you and your wheeler from “their lands” once and for
all. Very few are working with us to allow our continued use of our
public lands. Most of these lands being offered are flat, dusty,
lacking in scenery, etc… and are just unacceptable to us.
There are just not enough
words in the dictionary to express the importance in getting
involved.
At our last meeting a man stood up
and held up a map of the Santiam Pass Diversed Recreational Area,
only he new it as the Willamette National Forest. He showed us all
of the roads and trails on the map that were good Jeeping trails and
how much fun he and his club had and would have the following
weekend wheeling this area. This is after six months or more of
meetings and letter writing. The Forest Service intends to closed
down this area to Class II vehicles and all roads which are not
designated Class I and Class III would be closed. Where has he been
hiding? Why have I not gotten through to his club that this is why
we needed their help in saving this area? He was absolutely dumb
founded that this area was not considered a four wheeling heaven. He
could not believe that the roads (the best trails are user made)
would be closed. Yet Art Waugh has stated since January 2005 at
every meeting that there is nothing per the McKenzie Ranger District
for Class II vehicle except the IMPROVED GRAVELED ROADS.
What words am I not using to make
you aware of what is happening to our public lands? Tell me what it
would take for you to join us in keeping our lands open to four
wheeling. It is very important to me to find these words as it is
now time to be involved. You and your club have to be involved in
saving four wheeling trails for generations to come.

the rubber side down and enjoy the moments of wheeling you have
left.

Region 6 Minutes
September 17, 2005
The
meeting was called to order by the Region Director, Randy Drake at
2:03 pm.
Clubs in Attendance:
Klamath Four Runners, Junction City Jeepers, Whatever 4, Cascade
Offroaders, Umpqua Valley Timber Cruisers, Deschutes County Four
Wheelers, Santiam Four Wheelers, Timber Linn, and Strawberry Hill.
Following the Pledge of Allegiance
there was a moment of silence for the sick and departed.

Cruisers read the PNW Code.
The Hosting Club Statement was
given by Paul Norman, Strawberry Hill.
Approval of the Minutes – July
23, 2005 meeting: Alan Paulson, Umpqua Valley Timber Cruisers
motioned that the minutes be accepted as presented. John Pyland,
Deschutes County Four Wheelers, seconded the motion. Motion
passed.
Treasurer’s Report: - Larry
had printouts of the July and August Treasurer’s report. Pat Harris
asked if we need to show the balance on the scholarship fund as a
negative. Pat Harris, Four Runners, motioned to not show a negative
amount. Instead she stated that we show $0.00 instead. Art Waugh,
Whatever 4, seconded the motion. Motion passed and the Treasurer’s
Report was accepted as written.

Reports:
Land Issues – West Side – Art
Waugh: We are still waiting on word on the Santiam Pass.
There really is no new information. The new dues increase passed at
the Fall Delegates meeting. Kathy Jester declined the position of
Secretary. There will not be a raffle Jeep for 2007. It is against
the law for clubs to mail Jeep raffle tickets through the mail. If
tickets are to be purchased the Treasurer will need the monies and
ticket numbers for any tickets previously purchased. The
scholarship fund was discussed. It began with $18,000 and now is
under $1,000. What happened to the funds? Santiam Wagon Trail is
open in some areas for motorized access. Closed areas are posted.
Land Issues – East Side – Tom
Harris: Tom read the Blue Ribbon report. Everyone needs to
participate or it will deteriorate. We will lose roads without
participation.
A $100,000 grant was issued for
collaboration of three forests in Klamath Basin. Volunteer help is
needed to GPS trails. There will be help with the Klamath Resource
Area from the Valley.
The Christmas Valley area needs to
be GPS’d.
ATV stickers are required by the
State on Public Land. Alan read from some information he had
gathered. The rules went into effect August 18, 2005. Riley
Ranch is not too far from here. There is a sand area for camping.
They are looking to construct a bridge to have access to the sand.
There are group and individual camp sites – 300 acres. There is an
active railroad track on Federal land. We need approval to cross
over the railroad tracks. There are rock crawls to be put together
at Virtue Flats.
Cline Butte was used by Deschutes
for years. Randy Drake stated that there is nothing there anymore
as the Buttes are off limits. There is a lot of bottom land which
allows for just a dusty ride. There is a meeting October 6, 2005
with USFS and Keith Brown of the BLM concerning this area.
Tom stated that Pacific Power no
longer owns the Sportsman Park in Klamath Falls.
Land issues – Oregon Coast –
Venessa Johnston: Venessa was not present.
Membership – Beth Ayers:
Nothing new.
Ways & Means: Gaileen
Paulson, Umpqua Valley Timber Cruisers, stated that she will price
items for sale. She will put out a paper list of things to buy.
Pat has 3-4 year old shirts to sell at cheaper prices. Gaileen was
given permission to do as she wished with the position.
PR Chairperson: We still
do not have a person for this position.
Future Four Wheelers: There
was a motion to adopt board guidelines that failed. Venessa
Johnston will finish out this year and will no longer run for
office.
We Did It/ Club Power:
Venessa was not present at the meeting.
Old Business:
Winter Convention 2006: The
t-shirts will be simple. There will be a Show and Shine. Deschutes
County Four Wheelers will be doing the registration. Mona handed
out a sample flyer. She would like to do name tags this year. The
registration will include a program with hospitality room
information, etc. The shirts will be for sale on the
pre-registration form. Tom Harris, Four Runners, stated that he
would like to be in charge of the Winch. Strawberry Hill will take
care of the raffle tickets and will make a poster board and post the
winners. There will be free ads ran in the Tri-Power. Convention
will be February 10 & 11, 2005 at Valley River Inn. Art Waugh,
Whatever 4, stated that the packets were supposed to be given to the
Region directors at the Fall Delegates meeting and they were not.
They need to put out ASAP. A flyer needs to be included with hotel
rates, directions, food prices, etc. The materials need to be
gathered prior to October 1, 2005 and sent in to Tri-Power for an
ad. It was stated that ARB is not in contract for a vendor, but
Warn is. There will be a special pre-registration pack with one
free ticket per person paid. There will be a DJ for the
convention. Mugs were selected and 144 will be ordered. We will be
building centerpieces with metal buckets for prizes. Region 6 is
collecting spare parts for the center pieces needed from each club.
Ground Hog Quarry Update:
The contracts are not signed. It will soon be posted on the
website.
Region VI Shelter: It was
stated that the size was better and the shelter was great.
Creek & Trail Monies: Patti
Pyland, Deschutes, motioned for the issue of where the monies should
go be un-tabled. Beth Ayers, Junction City, seconded the motion.
Motion passed. It was voted that we give $1,000 to BRC and $500 to
the PNW legal state fund. It was voted 6 in favor, 4 not in favor.
Motion passed.
New Business:
Region VI Website: Our new
website is pnwregion6.com. There will be a convention page, ways
and means, pictures, etc.
Next Region Meeting:
November 12, 2005 @ Driveline Service & Radiator King, Inc. in
Klamath Falls, Oregon at 2:00 pm. There will be a run at 8:00 am,
followed by dinner and a social. Flyers will be sent out by the
Klamath Four Runners with all information.
Club Reports: Club reports
were given.
Good of the Order: Larry
East, Four Runners, asked if the Region was interested in donating
monies to purchase CB’s for Christmas Valley. Patti Pyland,
Deschutes, motioned that we purchase a CB and Louise Waugh, Whatever
4, seconded. Motion passed. It was voted that we could spend up to
$200.00. Larry East, Four Runners, will take care of purchasing the
CB.
Adjournment: The meeting
was adjourned by Randy Drake followed by a hamburger and hot dog
potluck.
